Dr. John Parnell was born in England and holds a Ph.D. degree in Applied Entomology from the University of London, England. He has been involved with industrial pretreatment (IP) since 1988, when he joined the City of St. Petersburg as the Industrial Pretreatment Coordinator. Since this time he has been involved with all aspects of the IP program including sampling and conducting industry inspections, writing municipal ordinances, writing and issuing significant industrial user permits, developing enforcement response plans and preparing annual reports for the Florida Department of Environmental Protection. Dr. Parnell was responsible for developing the current local limits for both St. Petersburg and Plant City and has been involved with several other projects associated with IP including developing a comprehensive grease program for St. Petersburg. Dr. Parnell retired form the CIty in 2005.
Mr. Brian Dean has over 15 years of experience in industrial pretreatment, field sampling, and laboratroy analysis. He oversaw the Industrial Pretreatment Program and Environmental Laboratory for the City of Largo. Mr. Dean has completed local limits evaluations, pretreatment program ordianances, annual reports, and developed an enforcement plan. Mr. Dean also developed effective Grease Management and Private Collection System Ordinances.
Dr. Parnell and Mr. Dean were also instrumental in the formation of the Florida Industrial Pretreatment Association to further professionalism in the program and Dr. Parnell served as the association’s first president in 2002. This organization now has over 100 members and sponsors three meetings per year in Northern, Central and South Florida. At these meetings, invited speakers give presentations on all aspects of IP and the meetings are attended by both IP personnel, industrial representatives and the State regulatory personnel from Tallahassee.
